New Eersterust & Stinkwater

CITY OF TSHWANE – SERVICES DELIVERY PROGRAMME

Stinkwater and New Eersterust are both townships which were added to the municipal area after the demise of Bophuthatswana.

Water supply consisted of stand taps at 200m intervals and sanitation of pit latrines.

In this contract 6000 households and 3000 households respectively were serviced with metered water connections.

The contracts were awarded, after a tender process to two civil engineering contractors. Smaller sections of the works were then sublet to local emerging contractors to perform tasks such as house connections who in turn were appointed, following an open bidding process.

The interests of the community were served by a Community Liaison Officer (CLO) who also chaired the Labour Desk and recruited from the community.

During the execution it was found that boundary fences in general deviated from the set out on the SG General Plan. Because of this transgression other service also have not been placed inside road reserves or building lines.

Fortunately, it was possible, with everybody contributing, to correct these inherited mistakes. It was found that most of the existing services could be reincorporated into the final system.

The works have not yet been implemented because bulk water services are not in place.

These works form part of an emergency feeder system from an adjoining service area and planning and design have been completed. The works have been put out to tender and is soon to start.
